Former Cow Town Site (Tract 034 A 01)
The former Cow Town Site is currently unoccupied. The site is situated in approximately 11.86 acres of public land in the Marpi area on the northern most part of Saipan, CNMI. The Saipan Cattle Company Inc. (SCCI) used the property until September 10, 1985 then SCCI acquired the property to develop and operate a “Wild West” style recreational facility with rodeo shows, cart trail rides, etc. The SCCI’s lease on the property was terminated on September 13, 1996. After that point, the property was managed by DPL and has remained unoccupied.
In January 2014, DEQ followed up on a report of illegal dumping and disposal of used oil drums at one of the abandoned building at the site. The inspection discovered 11 drums in a building with some badly corroded and waste oil was released into the environment. Since the discovery, the site has been barricaded with locks and chains and no public access.
Executive Summary (Phase I ESA Report)
CNMI BECQ retained Allied Pacific Environmental Consulting (APEC) to conduct a Phase I Environemtal Site Assessment (ESA) of Tract 009 C 06 Public Land plot (Former Cow Town Site), Marpi, Saipan, CNMI. The site is the location of the former Cow Town development, which was once a tourist destination and was used for dirt bike racing. This investigation was conducted in general accordance with the American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, Standard E 1527-05. Work carried out during the ESA included site reconnaissance of the subject and adjoining properties, interviews, and review of historical record and regulatory databases in an effort to identify evidence of environmental conditions that may impact the property.
The 11.86-acre site, Tract 009 C 06 Public Land plot, Marpi, Saipan, CNMI, is arranged on a rectangular shaped property located atop relatively flat terrain with slopes of 5-15% approximately 500ft. from the northeastern shore near Puntan Laggua (Laggua Point) and just northeast of the CNMI Department of Public Works(DPW) Marpi Municipal Solid Waste Landfill (MMSWLF) on the Bandaru plain.
On the site three (3) structures, which were once part of the Cow Town attraction, but are currently abandoned with much of the site overgrown. there are also two structures to the north of the site, just outside of the property line, as well as several concrete pads and a concrete berm structure. The majority of the area is overgrown and undeveloped.
