CUC Power Plants 1 & 2 (Lot 205 E 01)
The subject property is located on Lower Base Drive in Tanapag. The site is bordered on three sides by developed industrial facilities and storage sites. The subject property is currently used by Commonwealth Utilities Corporation (CUC) as a power plant, and for storage of fuel and oil associated with generating electricity. Within the gate at the east quadrant of the subject property, and situated parallel to each other, are the former and current administrative buildings. Power Plant 1 is approximately 120 meters long by 60 meters wide and is centrally situated on the subject property. Power Plant 2 is approximately 70 meters long by 30 meters wide and is situated at the west corner of the property. A system of storm drains, oil/water separators, and leach fields throughout the subject site processes storm water runoff.
Petroleum products on site, including fuel oil, lube oil, and waste oil, are stored in various above ground storage tanks with a combined storage capacity of 3,066,000 gallons. The total diesel fuel storage capacity is 1,272,000 gallons. The total lube oil storage capacity is 57,336 gallons. The total waste oil storage capacity is 29,000 gallons. The total heavy oil storage capacity is 852,880 gallons. In addition to petroleum stored in tanks, there are, as of December 2007, approximately 1000 55-gallon drums containing petroleum products stored on the southwest corner of the property. Approximately 75% of these drums contained used lube oil, and the remaining 25% contain oil contaminated coral absorbent material. Behind the northwest wall of the Power Plant 1 building are the cooling towers for the power generation system. Located just west of the cooling towers are oil-fired waste oil incinerators.
There is potential for contaminant migration from some of the surrounding up-gradient properties to the east of the subject property via surface water runoff and sub-surface migration. Some of the Recognized Environmental Conditions (REC) were: clogged storm drains, oily surface stains, and sludge buildup along the southeast perimeter of Power Plant 1, evidence of a malfunctioning drainage system, etc.
